Quality Assurance of Solid Recovered Fuels (SRF) in Austria

Solid recovered fuels are waste fuels having a net calorific value (LHV) between 11 and 25 MJ kgOS-1 and a particle size (d95) in a range of 5 mm up to < 300 mm and are normally pre-pared from high calorific fractions of municipal, commercial or industrial waste. They usually undergoe certain preparation and manufacturing steps to improve the incineration properties (e.g. particle size, chlorine content). The processing includes classification, sorting, separation of ferrous, non-ferrous metals and heavyweight inert materials as well as crushing, drying and pelletizing.

In Austria, the legal framework for the application of SRF is laid down in the regulations issued by the Ministry of Environment and numerous standards and norms published by the Austrian Standards Institute (ASI). In addition, further specifications can be agreed upon by contract between SRF supplier and user, which normally contain: Particle size (d95), net calorific value (MJ kgOS-1), chlorine content (w%DS), sulphur content (w%DS), biogenic carbon content (%TC), ash content (w%DS), water content (w%OS), as well as restrictions for metals such as Tl, V, Sn, Mn (mg kgDS-1).
For ensuring legal compliance and reaching the required specifications, quality assurance and therefore monitoring of SRF is of great importance. For this purpose, a sampling and sample preparation concept has to be developed in accordance with the official norms. In this contribution, the quality assurance is demonstrated and described by using the following two different scenarios, assuming that the SRF are delivered to a cement plant by walking floor trucks.
- Primary burner fuel (PBF) for a clinker kiln, d95 < 30 mm, waste stream > 40 000 tons year-1 and
- Hot disc fuel (HDF) for a clinker kiln, d95 > 80 mm, waste stream < 40 000 tons year-1.
Sampling procedures as well as sample preparation schemes are presented for both scenarios considering the requirements in the relevant legal documents and norms as well as practical aspects.

Wirbelschichtfeuerungsanlagen machen etwa ein Drittel der österreichischen Abfallverbrennungskapazität aus. In diesen Verbrennungsanlagen entstehen unter Anderem Bettaschen als fester Rückstand. Diese enthalten große Mengen an Glas, sowie Metalle und inerte Materialien wie Keramik, Steine, Beton oder Ziegel. Mittels moderner Aufbereitungstechnologie ist es möglich, in den Bettaschen enthaltene Wertstoffe rückzugewinnen.

In diesem Paper wird ein halbautomatischer Video-Annotation-Ansatz vorgestellt, der den Annotierungsaufwand im Bereich des maschinellen Sehens erheblich reduziert. Das entwickelte Tool, genannt „Fast Object Segmentation and Tracking Tool“ (FOST), wurde speziell für das KIRAMET-Projekt zur Segmentierung und Verfolgung von Metallverbundabfällen entwickelt.

Im Rahmen des Projekts EVCAZ wird die energetische Verwertung carbonfaserhaltiger Abfälle im Zementwerk untersucht. Aufgrund der hohen Temperaturen und langen Verweilzeiten erscheint der Zementdrehrohrprozess zur vollständigen Faserzersetzung vielversprechend, während sich die konventionelle thermische Abfallbehandlung in vorangegangenen Versuchen als nicht geeignet erwiesen hat.
