Licensation of a RDF-CHP Plant for Power and Process Steam Generation
At the end of 2006, the Tönsmeier Gruppe and Solvay Infra GmbH decided to start the design of a new RDF combined heat and power plant (CHP). The CHP-plant serves as power production and process steam supply (240 tons/h) of Solvay’s chemical plant in Bernburg. Grontmij GmbH was chosen as general planer, consultant for the licensation process and general surveyor for the erection and start of operation of the plant. The site of the plant at the beginning of the planning process is shown in the following picture.
At the end of 2006, the Tönsmeier Gruppe and Solvay Infra GmbH decided to start the design of a new RDF combined heat and power plant (CHP). The CHP-plant serves as power production and process steam supply (240 tons/h) of Solvay’s chemical plant in Bern-burg. As fuel, Refuse Derived Fuel (RDF) with a heating value between 10.5 – 18 MJ/kg is used. The plant with three combustion lines has a maximum RDF-capacity of 552,000 tons/year and is the second largest RDF-combustion plant in Germany. The combustion takes place on a water-cooled grate which is followed by a steam boiler with a horizontal arranged super-heater. The NOx-reduction is achieved with SNCR-technology (using urea). Solvay’s sodium bicar-bonate and activated-brown-coal-coke is used for the subsequent flue gas cleaning. After start-ing the planning in October 2006, the application for the erection permit was submitted in June 2007 and granted by the state administration in February 2008. First RDF-fire was reached in November 2009. During the licensation process, also a flora-fauna-habitat compatibility study was necessary. Actually in 2012 it is possible to calculate nitrogen and acid deposition including wet and dry deposition by the program LASAT in Germany with more accuracy. This is shown for a power plant and a material landfill as an example.
