The overall EU policy for solid waste is described in details, in numerous Directives; of which dominant position possesses the Waste Framework Directive, the Landfill Directive, the Di-rective on the Incineration of Waste, the Directive of Packaging Waste etc. In addition to these, there are Directives that target specific waste streams (such as WEEE, ELV, batteries, etc.). The EU policy on wastes sets ambitious targets that provide strong motives for the development of a dynamic market and for creating large-scale investments on SWM projects in the coming years. The challenge for the next EU programming period (2014 – 2020), as resulting from the new requirements set by the Framework Directive on Waste (2008/98/EC), emphasize on the hierar-chy of waste management, like the prevention of waste and sets two new recycling and recovery targets to be achieved by 2020.
The purpose of this paper is to present the developed methodology that can be widely applied in all EU countries under the scope of the revised targets set by the Directive Framework, together with the results and main finding in Romania. The approach used was to build a mass flow model for Romania’s municipal waste which, county by county, considers waste collection, recycling, recovery, treatment and disposal. The mass flows identify the per-formance against targets and allows investigation of Scenarios which aim to meet these goals. In addition, it is used as a calculator for the capital costs of facilities and equipment associated with the proposed investments. Operational and Maintenance costs are also considered in order to give rounded view of the potential waste management systems. The increased European and National legislating requirements will require additional investment in waste collection & treatment infrastructure in the coming programming period (2014 – 2020). This paper identifies the most practical and cost effective ‘pipeline’ of projects to satisfy these objectives, as well as assessing the full likely capital cost of this new tranche of projects.

Die Gewerbeabfallverordnung wurde im Jahr 2002 erstmals erlassen und zwischenzeitlich im Jahr 2017 vollständig neu gefasst. Die damalige Neufassung war insbesondere vor dem Hintergrund der im Jahr 2012 neu eingeführten fünfstufigen Abfallhierarchie notwendig geworden.
