The requirement for the operation of municipal waste disposal within the legally defined jurisdiction of municipalities in the Province of Styria is favorable costs, just-in-time service and law conformity.
Municipal departments for waste disposal are primarily subjected to competitiveness when compared with privately run disposal companies. Given this, the town of Leoben, as the holder of its own company for the collection of municipal waste, examined the efficiency of the urban waste disposal in multiple key projects. The analysis of the results already showed existing free capacity, but also a number of additional possibilities for optimization. A restruction of the container system, of the choice of transport routes and of the transport fleet was included. The additional calculated efficiency potential and the already existing free capacity, principally enable us to choose between two possibilities. The first option was to look at reducing the number of personnel and vehicle fleet for waste disposal in Leoben the second option was to offer any free capacity to the neighboring communities that do not have a suitable infrastructure of their own.
Important factors affecting the decision were public procurement regulations, the evaluation of existing contracts with private disposal companies and above all the comparison of disposal costs.
This comparison showed obvious advantages of cooperation between communities and a step-by-step approach was made towards this solution. The formation of a general administration office seemed to be necessary and useful from the point of public business procurement. An agreement was made between the City of Leoben and two adjoining communities that said that after expiry of existing disposal contracts in the two neighboring villages, Leoben would take over the disposal of residual waste, organic waste and waste paper. As the former disposal company did not agree to the takeover of its containers, it was necessary to provide new waste containers. We had to ensure that the new containers were installed "just in time", i.e. coordinated to the time of the old containers´ removal.

Der Landkreis Bad Tölz-Wolfratshausen startete in den 1980er Jahren als einer der Pioniere mit der Einführung der Getrenntsammlung von Abfällen im Rahmen eines 2-Tonnensystems (Altstoff- und Nassmülltonne). Anfang der 1990er Jahre wurde das Konzept weiterentwickelt und 1993 die separate Erfassung und biologische Behandlung von Bio- und Grünabfällen über die Biotonne eingeführt.

Die Novelle der Bioabfallverordnung (BioAbfV) von 2022 verpflichtet biologische Verwertungsanlagen, angelieferte Bioabfälle bereits vor der Behandlung auf Fremdstoffe zu kontrollieren und strengere Grenzwerte bezüglich des Kunststoffgehalts in die erste biologische Behandlungsstufe einzuhalten. Die BEM hat daraufhin zwei Verfahren zur Sichtkontrolle eingeführt: eine manuelle Fotodokumentation und ein KI-basiertes System mit Kameras, das den Flächenanteil von Fremdstoffen automatisch analysiert.
Grüngut – Multitalent mit sehr hohen ungenutzten Potenzialen

Unter der Dachkampagne #wirfuerbio arbeiten mehr als 90 kommunale Abfallwirtschaftsbetriebe in Deutschland täglich für eine saubere Trennung von Bioabfällen – für weniger Störstoffe im Bioabfall und für einen Anstieg der Mengen getrennt erfasster organischer Abfälle. Die Kampagne wurde 2017 gestartet und wird laufend weiterentwickelt.

Bioabfälle machen 34 % der Siedlungsabfälle aus und bilden damit die größte Abfallfraktion im Siedlungsabfall in der EU. Rund 40 Millionen Tonnen Bioabfälle werden jährlich in der EU getrennt gesammelt und in ca. 4.500 Kompostierungs- und Vergärungsanlagen behandelt.
