Port Arthur, known for its refineries and chemical plants, has become the dumping ground for the nations toxic waste. A waste management company wants to burn Mexican polychlorinated biphenyls (PCBs) and has applied for a legally approved exemption from the import embargo. The Environmental Protection Agency (EPA) will decide in August. The incineration plant in question deviated from the standards or had failures seventy times between 2006 and 2008, 30 of these were results of carbon monoxide emissions, which indicates poor combustion. www.nytimes.com/2008/06/19/us/19PCB.html
