In the first part of this paper a reference is made, concerning the approaches and practices taken for the areas under protection, as the years go by. Specifically, in the early stages of the institution concerning the areas under protection, the so called absolute protection of natural areas with the complete exclusion of human activities came up. All this situation created many complex, social and economic problems. As a result, the concept above was abandoned and replaced by a new one, suggesting the sustainable use of natural resources, the well known as sustainable development. According to this approach, a European network for the Areas under protection, named NATURA 2000, was established.
In the second part of this paper, the institutional framework for the management of the Areas under Protection in Greece is described. This framework includes a review of policies and practices that have been carried out, according to specific legislation. The existing national legislation and the specific obligations for the protection of nature derives from the Greek state, on the one hand, and are suitably combined with the arising relevant international conventions and initiatives, which Greece has ratified, on the other hand. However, the management plan is a difficult task, as it has to reconcile and solve complex biological and socio-economic problems, which vary from region to region. Furthermore, this paper refers to the specific problems, concerning the status of Areas under Protection in Greece, according to the conclusions of the Report that has been held by a group of seven Greek Non-Governmental Organizations. Finally, there are some suggestions referring to the conditions and prospects for sustainability, relating to environmental protection, social justice and economic development. Because of that, management plans about Areas under protection in Greece should be redesigned as a part of Environmental Ethics and Policy , responding to the current social and economic conditions.

Towards a new EU Plant Protection Regime – Legal Problems arising out of the Transition with Regard to Regulatory Approvals and Authorisations

The plant protection law within the European Union has been continuously developed over the past two decades. Harmonized provisions for the placing of plant protection products on the common market were introduced by Council Directive 91/414/EEC of 15 July 19911 (hereinafter the “Directive”). Based on a progress report issued by the Commission under this Directive2, the need for a revision of the Directive was identified which should, in order to ensure consistency throughout the Member States and to provide for simplification, take the form of a regulation.

Der vorliegende Beitrag1 gewährt eine Übersicht der Umsetzung von Art. 6 der Fauna-Flora-Habitat-Richtlinie in den verschiedenen Rechtsordnungen der Staaten England, Schottland, Nordirland und Wales sowie Gibraltar. Bis 1998 stand dem Parlament des Vereinigten Königreiches in Westminster eine einheitliche Gesetzgebungskompetenz grundsätzlich auf dem ganzen Hoheitsgebiet zu. Nur für Nordirland bestanden besondere Regelungen, sodass die beiden Gesetzgebungsverfahren getrennt abliefen. Mit dem Verfassungsreformprozess, der sog. Devolution, fand eine Verlagerung der Gesetzgebungs- und Verwaltungskompetenzen von der Zentralregierung zu den einzelnen „Teilstaaten“ statt.
A critical review of current EU and Greek legislation on pedestrian rights and walking environment

Legislation regarding pedestrian rights and relevant environmental aspects in the EU states differs, though some basic principles are supposed to be applied in a uniform way. A critical review of current legislation in several EU states on pedestrians is attempted by focusing on the Rights of Pedestrians as they have been adopted by the European Parliament.
