The formal purpose of the INTERREG IIIA study is to implement satellite remote sensing to map illegal landfills at the border of Ireland/Northern Ireland. Both the main study area and pilot area are depicted in Figure 1. Within the pilot area as outlined by the red boundary under Figure 1, fieldwork and geophysics occurred early June 2007 and satellite assessment is ongoing. The main study and fieldworks for all counties, as marked by green shading, is planned for August and September 2007.
Monaghan County Council in association with the local authorities in the cross border areas of the Republic of Ireland (Monaghan County Council, Louth County Council) and Northern Ireland UK (Newry and Mourne District Council, and Down District Council) have recently been awarded INTERREG IIIA funding to carry out the first major assessment of unregulated closed landfills since the ECJ decision (ECJ) C-494/01 against Ireland for breach of the EU Waste Framework Directive. The one year project initiated in January 2007 will use a combination of GIS, satellite and aerial data, and ground inspections, with GIS and ground investigation support being provided by RPS Group Ireland, and satellite image acquisition and processing being undertaken by GRAS, Institute of Geography, University of Copenhagen, Denmark. At present (June 2007) remote sensing analysis is being carried out on pilot area of 500 sq km using Quickbird multi-spectral band images and IKONOS data aquired in June 2006, and fieldwork and geophysics is being undertaken at three known illegal waste sites to calibrate vegetation and site morphology with satellite data interpretation. The INTERREG IIIA funding will add enormously to an understanding of the distribution of illegal waste sites at the border and will confirm the possibilities of satellite remote sensing and GIS as a tool for generating an inventory of unregulated waste sites across large regional areas.

The Waste Framework Directive (WASTE FRAMEWORK DIRECTIVE, 2008) specifies certain measures to ensure that waste is recovered or disposed of in accordance with Article 13, i.e. without endangering human health or harming the environment. Specific measures laid down in the WFD include the introduction and common use of appropriate classification systems (LoW: Art. 7; recovery and disposal codes: Annex I and II), the principle of producer responsibility (Art. 14, Art. 15), the issue of permits for waste treatment facilities (Art. 23), the drafting of waste management plans (Art. 28), the requirement that the actors of waste management shall be subject to appropriate periodic inspections (Art 34) and their obligation to keep records on their activities (Art. 35).

IDENTIFICATION, EVALUATION AND CATEGORIZATION OF UNCONTROLLED LANDFILL SITES IN CYPRUS
© IWWG International Waste Working Group (10/2007)
The protection of the environment from the cease of operation of all uncontrolled / semi controlled disposal areas comes up to a necessity and a priority for the Republic of Cyprus as a new member of European Community. For the complete harmonization with the principles of sustainable development and European legislation (99/31/EC on the landfill of waste and 94/62/EC on packaging and packaging waste), “The strategic plan for solid waste management in Cyprus” was prepared in June 2002 (it has been approved by the Cypriot Parliament in 2003).
