Although recycling and recovery of ELV components are increasing the growing number of vehicles will give a further rise of ASR generated for years to come. Since the mid-1990’s there is, however, increased concern on how to handle this waste material and in European Countries that follow EU legislation and directives, important changes are being enforced by three directives: Directive 2000/53/EC on End-of-Life Vehicles, Directive 2000/76/EC on the Incineration of Waste and Directive 1999/31/EC on the Landfill of Waste. Some implications of these are limitations on what types of waste may be landfilled or incinerated (for example, car tyres may not be landfilled any longer within EU Member States), and especially on how ASR may be treated.
Currently, about 75% of end-of-life vehicles’ (ELV) total weight is recycled in EU Countries. The remaining 25% which is called Automotive Shredder Residue (ASR) or car fluff is disposed of in landfills. The European ELV Directive (2000/53/EC) states that, from January 2006, 80% of a vehicle must be retrieved for recycling, while another 5% must be collected and used in energy-recovery processes. By 2015, these targets rise to 85% for recycling plus an additional 10% for energy recovery. Several ASR processing methods based on mechanical or thermal procedures have been developed since the early 1990s, aiming at reducing the final disposal of ASR on landfills and increasing the degrees of recovery and recycling. Apart from co-firing ASR with MSW at 5-10 % of the fed material, the most promising options seem to be hybrid processes combining different technologies. For the longer term, nevertheless, Member States should aim at a sustainable system of automobile production, use and disposal and this will require efforts especially from the car manufacturers.

Die Aufbereitung der Shredderleichtfraktion (SLF) aus Altfahrzeugen (AFZ) hat im Zuge der EU-Richtlinie 2000/53/EG an Bedeutung gewonnen. Die EU-Richtlinie besagt, dass ab 2006 85 % des durchschnittlichen Fahrzeuggewichts wieder verwendet oder verwertet werden sollen, wobei 80 % wieder verwendet oder recycelt werden sollen. Diese Quoten erhöhen sich ab dem Jahr 2015 auf 95–85 %. Um die Ziele der EU-Richtlinie erreichen zu können, sind auch aus der SLF wertvolle Rohstoffe herauszuholen. Neben den gesetzlichen Erfordernissen haben auch die erhöhten Rohstoffpreise zu einer Optimierung der SLF-Aufbereitung geführt.

Republic of Serbia is a West Balkan country, situtated in the South-east Europe at the crossroads between Western and Central Europe and the Near East. European road corridor No. 10 and navigable inland corridor No. 7 transverse Serbia. Territory of 88.361 square kilometers consists of two autonomous provincies - Vojvodina (21.506 km2) and Kosovo and Metohija (11.000 km2) – and Central part of Serbia (56 000 km2). Population in Serbia is app. 8.5 million inhabitants; the capital and the biggest city is Belgrade (1.6 million). There are 29 Districts/Regions in Serbia and 190 Municipalities.
