Deposit of municipal solid waste is until present time most common used disposal form. In developing countries, more than 50 % of municipal solid waste is not disposed of in an environmental friendly way. This leads to significant environmental pollution. For instance, the 1,5 million residents of Cambodian's capital Phnom Penh dispose ca. 90 % of their municipal solid waste untreated on a dumping site (Hädrich, 2005) and in Thailand, around 43 % of disposal facilities of provincial towns are dumping sites. This number arises up to 96 % relating to municipalities. These deposits lead to emissions, mainly discharged over gas and leachate path. However, most emissions are transboundary.

In contrast, a series of technical concepts for environmental friendly disposal were developed and implemented in Germany, known as multibarrier system. A standardised decision guidance analysing the protective potential of different landfill concepts subject to economical and technical efforts should support the choice of suitable landfill concept, especial for low and middle income countries. The decision guidance development based on the idea of the multibarrier thought. Furthermore, it depends on the principle, that each barrier has a specific protective potential, but in contrast a specific economical and technical effort is necessary to achieve it. The intention is to go from basic fundamental data to indexes and further to a fuzzy system, that should support the assessment of diverse developed landfill concepts.

Rapid urbanisation and industrialisation coupled with the ever increasing growth in population led to a sharp rise in municipal solid waste (MSW) produced in most of the developing countries. As urbanization continues, the management of solid waste is becoming a major public health and environmental concern and remains as one of the key themes of “sustainable development”. It requires the balancing of social progress that recognises everyone's needs, effective protection of the environment, prudent use of natural resources and maintenance of high and stable levels of economic growth and employment.

In the rapidly growing cities of developing countries, urban solid waste management is currently been regarded as one of the most immediate and serious issues for city authorities. Due to inadequate and often inefficient solid waste management and visible environmental degredation, solid waste – generated at an increasing rate – has also become an important environmental issue for the residents of the major cities of Least Developed Asian Countries (LDACs) like Bangladesh. In Bangladesh, the urban population have been increasing at a very steep rate, about 6% and is concentrated mostly in six major cities, where nearly 13% of total population and 55 to 60% of total urban population are living. Management of this steeply increasing vast quantities of solid wastes is a very complex process indeed.

Urban solid waste management in developing countries has been one of the major problems faced by public administration, and many municipalities have deficient domestic waste collection, poor street cleaning services and their waste disposal in open dumps. The management of urban solid waste is presently a serious problem in the majority of Brazilian municipalities. Although there has been some improvement in the past few years, more than 70% of the municipalities still dispose of their waste in open dumps, with notorious consequences to the environment and public health. In Rio de Janeiro State, only three municipalities have sanitary landfills licensed by the Environment State Agency.

The desired output of landfilling of waste is to ensure placement and disposal of waste with minimal environmental impact2. While this aim is desired by many city authorities of developing countries, it is often not achieved, mainly because of resource constraints and in some cases lack of technical capability. In the traditional process of disposal site selection including preliminary screening and scoping of alternative sites leading to site assessment and detailed investigations, the essential output is to inform of the ability of the site to handle the wastes and the potential impact of the operation on the environment and local community. An important step and often where public hearings become contentious is the presentation of the environmental impact assessment (EIA) report covering potential problems and how to mitigate these. While this step is critical and must be adhered to in all cases it has its limitations.
