This work presents the study of alternative technologies and economic viability developed for the grouping of the regions of Carpina, Lagoa do Carro, Lagoa do Itaenga and Tracunhaém, known as Lot 3, which has it regional base in Carpina. The current solid waste management systems of the Mata Zone of the State of Pernambuco are in a seriously precarious state, with most of the final disposal taking place in open dumps. Due to this, this work has as its prime objective, the identification of areas where new systems can be established, the provision of the necessary technological procedures and the analysis of the technical and economic viability of a management system of shared public cleaning.
The State of Pernambuco is situated in the northeast region of Brazil. Its capital, Recife, located in the coast (Atlantic zone ) has been growing rapidly due to the intensification of the international tourism looking for its paradisiac littoral, and to the development of sugarcane industry. Nevertheless, the countryside located in a Green Forest region ( at approximately 100 kilometers far from the littoral ) and in the backwoods ( 300 kilometers far from the littoral ) have big focus of poverty and serious sanitary problems. Aiming to reduce these problems the government of the State of Pernambuco signed a Loaning Contract with the Interamerican Bank of Development – BID - for the partial financing of the Supporting Program for the Sustainable Development of the Green Forest Region of Pernambuco – PROMATA. According to the Contract, PROMATA should employ, in the next five years, around US$ 150,000,000 in order to support the sustainable development of the region. In these terms, the Administration Unit of PROMATA – UGP/PROMATA undertook the preparation of studies, projects, supervision and monitoring of works aiming at the improvement of Intermunicipal Partneship for Solid Waste within 5 allotments, each one corresponding to one group of municipalities of the Green Forest Zone, totalizing 18 municipalities granteed. The studies included the technical, economical and environmental viability for the implementation of the shared system for treatment and final destination of solid waste including a pre-selection of areas where to install the infra-structure. This work presents the study of the feasible technological and economical alternatives developed for the 3rd allotment of cities ( Carpina, Lagoa do Carro, Lagoa do Itaenga and Tracunhaem ), which headquarter is the city of Carpina.

THE EFFECTS OF LOCAL CULTURAL AND SOCIO-ECONOMIC FEATURES ON THE STRUCTURE OF SOLID WASTE MANAGEMENT IN DEVELOPING COUNTRIES: THE CASE OF THE PHILIPPINES AND VIETNAM
© IWWG International Waste Working Group (10/2007)
Solid waste management is a major responsibility of local governments. It is a difficult task because it depends upon organization and cooperation between households, communities, private enterprises, and municipal authorities. It is also dependent upon the selection and application of appropriate technical solutions for waste collection, transfer, recycling and disposal. Waste management has important consequences for public health and well-being, and the quality and sustainability of the urban environment. Unfortunately, waste management services in many developing countries are inadequate; a large part of the population does not have access to a waste collection service and only a small fraction of the generated waste is actually collected.
